日本銀行は２７日、少ない元手で多額の為替取引ができる「外国為替証拠金取引」（ＦＸ取引）の実態に関する調査結果を発表した。２００８年１〜３月期の取引口座数は１４２万口座、取引高は２２２兆円で０６年４〜６月期と比べて口座数で３・７倍、取引高で２・６倍にそれぞれ急増した。１日当たりの取引高は１・９兆円（０７年１〜３月期）で、日銀は、世界の外国為替市場の円スポット取引の１割程度にまで拡大していると推計している。 ＦＸ取引は、取引業者に一定額の証拠金を担保として差し入れれば、何倍もの額の外国通貨の取引ができる。国内の低金利を嫌った個人投資家の人気を集める一方で、為替動向によっては多額の損失を被るリスクも指摘されている。 地元経済界から、中小・零細企業に対して金融機関の貸し出し姿勢が厳しくなっているとの指摘があった。これに対し、白川総裁は「（景気が停滞している中で）金融機関が信用リスクの評価について新しい目線で見ることは当然で、全体としてどうなるかを注意したい」と述べた。 家庭で現金を眠らせる「タンス預金」が２００７年は３０兆円規模に上り、０３年以降の高止まり傾向が続いていることが日本銀行の調査で分かった。低金利が続いていることや米低所得者向け住宅融資「サブプライムローン」問題による金融市場の混乱で、膨大なお金が行き場を失っているとみられる。
